Org. Setting and Reporting
This position is located in the Enabling and Outreach Service (EOS), Office of Supply Chain Management (OSCM), Department of Operational Support (DOS) at the United Nations (UN) Headquarters in New York. The Department of Operational Support was established to provide operational advisory services to operating entities across the Secretariat, including other departments, offices-away-from headquarters, field missions, and regional commissions.

The Office of Supply Chain Management includes the Office of the Assistant Secretary-General for Supply Chain Management, Logistics Division, Procurement Division, Uniformed Capabilities Support Division, Global Service Centre, Aviation Safety Section and the Enabling and Outreach Service. The latter supports supply chain operations through the provision of operational reporting, business intelligence, supplier diversity and performance management.

The incumbent will report to the Team Leader.

Responsibilities
Within limits of delegated authority, the Information Systems Officer will be responsible for the following duties:

  •  Acts as the main information systems developer and programmer for supply chain-specific information systems; keeps relevant information systems under review and updates/upgrades systems to support business processes.
  •  Acts as the lead database administrator for information systems specific to supply chain; creates database objects in support of related applications.
  •  Develops, manages, and keeps under review mobile applications, web applications as well as desktop applications.
  •  Integrates and monitors the implementation of the performance management framework across the supply chain network and operations.
  •  Collects and provides data for the preparation of performance reports based on the established key performance indicators, matrixes, corporate targets and action plans.
  •  Provides advice and support to users in relation to specific applications.
  •  Develops and provides training to OSCM staff in relation to specific applications.
  •  Provides liaison with colleagues in the Office of Information and Communications Technology (OICT) and ensures efficient and productive collaboration.
  • May provide guidance to new/junior staff.
  •  Performs ad-hoc duties as required.

Competencies

  •  Professionalism: Knowledge in the development of business requirements for ERP-based management reporting and provides business intelligence expertise in the creation of supply chain and analytical tools. Knowledge of information technology/information management, particularly in systems analysis, database design and programming. Knowledge of several high-level programming languages and significant exposure to and demonstrated proficiency in all aspects of programming and analysis, including structured/object-oriented design, relational systems, scripting and query languages, document design and management, hardware and software requirements, systems facilities and execution protocols. Strong analytical and problem-solving skills, to include proficiency in the development and implementation of systems of moderate size/complexity. Knowledge of interactive systems; knowledge of the Organization’s information infrastructure and information technology (IT) strategy as it relates to user area(s); independently maintains assigned systems and develops innovative approaches to resolve a wide range of issues/problems. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Education
Advanced university degree (Master’s degree or equivalent degree) in computer science, information systems, mathematics, statistics or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Job – Specific Qualification
Certification in business intelligence tools (Web intelligence, MS Power BI, Analytics workspace or equivalent) is desirable.

Certification in Supply Chain Operations Reference (SCOR-P) or equivalent is desirable.

Work Experience

  •  A minimum of five years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area is required.
  • Experience with programming languages such as SQL and Python, C# or equivalent is desirable.
  • Experience in Enterprise Resource Planning (ERP) System/Systems Applications and Products (SAP) in the business area of Source to Acquire and/or Supply Chain Management is desirable.
  • Experience in developing analytical tools and data pipelines for management reporting and performance metrics is desirable.

Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.

Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
