The portfolio of UN Women’s work on Governance, Peace and Security in Asia-Pacific will be based on a regional programme “The Regional Framework Towards Peaceful, Inclusive Societies: Advancing the Women, Peace and Security Agenda and Inclusive Governance in the Asia Pacific Region” (2023-2027) focusing on implementing the WPS agenda to the specific context of Asia-Pacific region such as development and implementation of WPS national action plans; conflict prevention and building peace and resilience;; women’s participation and leadership in emerging or non-traditional security issues such as climate, peace and security and cybersecurity and the digital space. The Governance work covers women’s access to justice; gender responsive budgeting; women’s leadership, including women’s political participation.

Reporting to the Regional Governance, Peace and Security Policy Advisor, the Policy and Programme Specialist will be based in Bangkok and provide expertise and technical support to the Fiji Multi-Country Office (MCO), Country Offices (CO) and Non-Resident Agency (NRA); UN Country Teams and Resident Coordinators Offices and support the Regional Office to establish and strengthen partnerships, mobilize resources and develop relevant knowledge products on this thematic area.

Duties and Responsibilities

1. Support the implementation of the Governance, Peace and Security portfolio in support of UN Women country presence and at the regional level;:

  • Provide technical inputs to programme proposals including from country offices.
  • Provide advice on contextualizing/ localizing the WPS agenda and support country strategies, and development of knowledge products.
  • Support the development of relevant policies and implementation of UN Women’s policies and global norms and standards.

2. Provide capacity building support to Country Office/ Multi Country Office/Programme Presence Offices teams and partners

  • Provide substantive technical and policy support to multi-country office, country office and programme teams in developing and strengthening projects/ programmes to support the implementation of UN Women’s strategic plans at the global and regional levels.
  • Develop, implement and monitor capacity building initiatives.
  • Provide technical advice to partners on implementation of Governance Peace and Security in alignment with regional and corporate goals and vision.
  • Provide technical policy support to programme/ project managers/ specialists in the MCO, COs, NRAs.

3. Establish and strengthen strategic partnerships with stakeholders, regional/ international actors and development partners

  • Build and maintain alliances and strategic partnerships for the advancement of UN Women’s Governance Peace and Security work, including with donors at the regional and country levels.
  • Produce periodic updates and briefs on regional/country development situation to be used by stakeholders, Country Offices and HQ.
  • Maintain close contact with relevant staff at UN Women HQ.

4. Support the resource mobilization strategy for Governance Peace and Security portfolio in the region

  • Participate in the implementation, monitoring and periodic updating of the resource mobilization strategy on Governance, Peace and Security in the region.
  • Support field- based presences in the region in mobilizing resources for the implementation of Governance, Peace and Security priorities.
  • Research and analyze information on donors; prepare substantive briefs on possible areas of cooperation.

5. Assist/lead in the design of Governance Peace and Security initiatives in the region and the development of innovative knowledge products

  • Provide policy recommendations and guidance to strategic planning and positioning on Governance, Peace and Security work.
    Work closely with and provide advice to regional/ national bodies and interagency groups that influence national policies and where necessary, represent UN Women.
  • Research, develop and present analytical reports, research papers, briefing notes, background papers, summaries, correspondence, and knowledge products.
  • Identify promising practices, technical expertise, and strategic opportunities.

6. Support knowledge building and sharing for Governance Peace and Security

  • Identify and disseminate lessons learnt and good practices in collaboration with UN Women Country Offices.
  • Ensure technical skills and knowledge are shared within and among MCO/ CO/PPOs.

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in governance, peace and security, gender, human rights, law, international relations, or other social science fields is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 7 years progressively responsible experience in designing programmes and providing technical support/advice on governance, peace and security is required.
  • Experience in policy analysis and development and strategic planning on gender equality and women’s empowerment is required.
  • Experience working with and building partnerships with governments, donors and civil society organizations, especially women’s organizations internationally and in the field is required.
  • At least one year field experience with the UN (such as peacekeeping, political missions and UN agencies, funds and programmes) or relevant field experience in an international organization or international non-governmental organization in a crisis or conflict, post-conflict context is required.
  • Experience in policy development, advocacy, programme design and implementation on emerging Women, Peace and Security issues such as cybersecurity, new technology and the digital space, climate change and security, natural resource management is desirable.
  • Experience working in the Asia and the Pacific region is an asset.
  • Experience working with the United Nations is an asset.

Language Requirements:

  • Fluency in English, both written and oral, is required.
  • Working knowledge of another UN official language is an asset.
