ADRA Zambia’s four core sectors include Education (primary, secondary, tertiary/vocational, literacy); Health (primary health, nutrition, Water Sanitation and Hygiene (WASH)); Sustainable Livelihoods (Food Security, Agriculture, agro-based livelihoods, non-agro based livelihoods) and Emergency Management. Currently, ADRA Zambia is operating in 19 districts covering 7 provinces of Zambia.

Job Title:     

PROGRAMS and PLANNING DIRECTOR (PD)

Job Summary: The Programs Director (PD) is responsible for the Programs Department,
Resource Mobilization (Grant writing). S/he shall assist the Country Director in the direction,
supervision and co-ordination of programs and operations and shall serve as chair of the Programs
Committee (PROCOM). S/he must be detail-oriented and a master collaborator, ready to prepare, plan and
implement program initiatives and monitor their progress to completion.

Strategic Leadership:

Collaborate with the Country Director and senior management to develop the organization’s strategic vision, goals, and objectives, ensuring alignment with ADRA’s Purpose. Provide strategic guidance and direction to the programs departments, ensuring the integration of best practices and innovative approaches. Lead in identification of new program opportunities, partnerships, and funding sources to expand ADRA’s impact and reach.

Program Planning and Design:

Drive strategic program planning in collaboration with the Country Director and stakeholders, identifying community needs and designing evidence-based interventions. Conduct research and analysis to inform program design, incorporating best practices and considering the unique context of vulnerable rural communities.

Program Management and Implementation:

Oversee the effective planning, execution, and monitoring of programs (projects, grantmaking, learning), ensuring adherence to project goals, timelines, and budgets. Provide leadership, guidance and mentorship to program managers and coordinators, ensuring smooth program implementation and delivery of high-quality services. Ensure efficient resource allocation, risk management, and problem-solving to address challenges during program implementation.

Team Management and Capacity Building:

Lead, support, and help recruit the programs team, fostering a culture of collaboration, accountability, and professional growth. Facilitate training and capacity-building initiatives to enhance the skills and expertise of the programs team.

Stakeholder Engagement and Collaboration:

Build and maintain strong relationships with key stakeholders, including government agencies, partner organizations, community leaders, and donors. Collaborate with stakeholders to identify needs, priorities, and opportunities for program collaboration and synergy. Represent ADRA in meetings, conferences, and forums, advocating for the organization’s mission and building strategic partnerships.

ROLE REQUIREMENTS

• Qualifications: Minimum of master’s degree in social sciences, Agriculture, Natural Resources

Management, Public Health, or related field. Program Management qualification is added advantage.

• Experience: Substantial (+5 years) traceable experience in: (1) Program Planning, Implementation, Monitoring and Evaluation; (2) Capacity building (3) Report writing and documentation (4) Grant writing (winning ones)

• Required Skills: Exceptional communication skills, both oral and written. Appreciation of basic accounting and data management skills and proficiency in using Microsoft Package.

• Location: Lusaka, with extensive (35% time) traveling to the project’s sites around Zambia

• Duration/Package: 3 years Contractual Engagement, Renewable based on performance. A competitive remuneration package is being offered.

• Start Date: 15th November 2023

• Direct Supervisor: Country Director

Other Valued Criteria:

  1.  Be a person of high moral character all time and willing to conform to the mission, values and beliefs of ADRA.
  2.  Excellent written and verbal communication skills, Advocacy, including report writing skills, presentation and public speaking.
  3.  Organized and detail-oriented, including people management skills.
  4.  Understanding of policies and compliancy requirements during project implementation (e.g. Gender, HIV/AIDS, Environment, Inclusion Policies, Child Protection, Prevention of Sexual Exploitation and Abuse).
