Org. Setting and Reporting
This position is located in the Office of the Director, Business Transformation and Accountability Division (BTAD) of the Department of Management Strategy, Policy and Compliance (DMSPC). The Change and Project Management Officer will report to the Special Assistant to the Director, BTAD.

Responsibilities
Within delegated authority, the Change and Project Management Officer will be responsible for the following duties:

  •  Supports the leadership of, and contributes to, specific major activities within the Business Transformation and Accountability Division (BTAD).
  •  Serves as the focal point for benefits realization relating to the Umoja programme of continuous improvement, and as the Secretary of the Benefits Working Group (BWG).
  • Assists in ensuring that the UN Secretariat’s business model is aligned with evolving mandates and changing operational environments.
  • Supports the continual refinement of business strategy based on anticipated client needs.
  •  Monitors new trends, keeps abreast of industry best practices and proactively identifies opportunities to innovate.
  •  Supports project management of major transformation projects.
  • Assists in project and change management training and guidance and supports departments/offices/missions in structural or process changes arising from new mandates.
  • Ensures that transformation projects are designed, consulted, communicated and implemented according to best practices in change management, and that benefits are recorded and tracked.
  • Supports effective project management by capturing and documenting the project scope and business requirements, specifying deliverables, estimating resources and timelines and monitoring progress against the project plan.
  •  Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
  •  Researches, analyzes and presents information gathered from diverse sources.
  •  Undertakes survey initiatives; assists with designs of data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares preliminary conclusions.
  •  Prepares various written outputs, e.g. background papers, analytical notes, substantial sections of reports and studies, inputs to publications, etc.
  • Provides administrative and substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of background documents and presentations, etc.
  •  Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
  •  Participates in field missions, and drafting of mission summaries, etc.
  • Coordinates activities related to budget and funding (project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  •  Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  •  Performs other duties as required.

Meets timeline for delivery of products or services to client.

Education
Advanced university degree (Master’s degree or equivalent) in business administration, management, information technology, computer science, or a related field is required. A first-level university degree (Bachelor’s degree or equivalent) in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Job – Specific Qualification
Certification in project management, such as Prince2, PMBok or equivalent is required.

Work Experience
A minimum of five years of progressively responsible experience in project or programme management, change management, or related area is required.

Experience with monitoring of benefits realization from improvements in systems or processes is required.

Experience with enhancements to ERP systems such as SAP or similar is required.

Experience with coordinating communication campaigns and reports for major organizational initiatives is required.

Experience dealing with and managing the expectations of multiple stakeholders is required.

Experience in the UN system or comparable international organizations is desirable.

Two years or more of experience in data analytics or related area is desirable

Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

Special Notice
Appointment or assignment against this position is for an initial period of one year. The appointment or assignment and renewal thereof are subject to the availability of the post or funds, budgetary approval or extension of the mandate.
